This issue has spontaneously resolved itself, in much the same way that it 
spontaneously arose... about 6 days ago.
Yesterday it this issue was still there on the network I am currently accessing.

Here is the netstat from a few days ago on my home network when this issue was 
there:

Do you see any issues here? I don't, but then again I don't know exactly
what to look for.
