I haven't read the whole thread, but this is not a bug. I understand what has been mentioned and it can be annoying in some regard, but I love the scroll between windows/tabs with the scroll button.
I don't use much on task bar, but I think that feature is a part of GTK that is used in Gnome... hence the same features in tabs in Firefox, dialog boxes, ets... In compiz, the feature of scrolling to change windows is anoying. I turned it off cause I always ended up on a part of a window (some regions would scroll text but if in wrong place, would read as a "desktop hover" scroll and flip my desktops. Easy answer here is to make that not a default action. I have noticed that on my laptop, I would have more erroneous flips,... I'd recommend not to change the default actions.
