In my opinion, the main reason to update is that liblo 0.23 had a bug which causes it to hang for about 5 seconds when opening a port. This was due to some problem with name resolution, and seems to happen on the majority of systems, including any vanilla Ubuntu install. What this means is that a large number of audio applications, including DSSI plugins etc., take significantly longer to start than they should. Of course there are other bugfixes and new features as well, so an update of the package is really long overdue.
