Thanks for your report. I took this into account while writing
savedefault support for grub2; Karmic's grub2 package makes it possible
to set the default variable to a label rather than to a number.

I'm afraid it's unlikely we're going to fix this in GRUB Legacy, though;
trying to work around the fundamental problems by shuffling the numbers
up and down would just be likely to create more bugs at this point.
We'll focus on making grub2 as good as possible instead.
