mac_v, the spec already says: "The “In Progress” section should be
visible only when items are being installed or removed, or when the last
installation or removal finished less than two seconds ago. If the
section disappears while being displayed, the Store should return to the
section that was previously being displayed."

But this bug report is about a separate problem: the section appears
empty even while things are installing.
