I believe that this is stuck because the root is a remote filesystem,
but mountall is hardwired to believe it's a local filesystem - thus it
never believes that the root is ready and never mounts it.

Worse still, if you never had anything that brought an interface up
(even lo), it would never mount it if it thought it was a remote
filesystem.
