Although the module in question is not provided by Ubuntu, I was able to
confirm this problem. It does not appear to be a problem with the
Drupal6 package; rather, it appears to be a problem with the php5-curl
installation.

Simply running
* sudo dpkg-reconfigure php5-curl
* sudo /etc/init.d/apache2 restart
will fix the problem.

Perhaps the installation scripts are missing something? Seems like an
easy fix.

** Package changed: drupal6 (Ubuntu) => php5 (Ubuntu)

** Changed in: php5 (Ubuntu)
       Status: New => Confirmed
