I Have installed Ubuntu 9.04 on my PC and Laptop and have the same problem.
To connect to the internet I use as modem the "Motorola W3m" cellphone.
Ubuntu recognizes it and works fine with it.
But I have the occasional problem with the sustainability of the NetworkManager
I get a message that he is not running. I looked through the file 
/var/log/messages and found the following message

I installed the latest updates, but the problem is constantly repeated.

I guess the problem is something with the EVDO mode... but my cellphone
do not have the option to switch to "EVDO only mode"... I have noticed
too that when I am in the city where i study this problem is less
constantly, but when i am in the city where i live the problem is very
constantly. The first city is smaller than the second and it makes me
think that the problem is really related with the signal mode (maybe the
evdo mode is more stable in the places where less people are connected).
