I'll try to post the same thing to the debhelper mantainers, then...
I know that zxpdf can be an option... but I like better kpdf and many 
people are used to acroread...
and apart from that, I believe it is a matter of elegance: i find the 
very idea of compressing something that is already compressed slightly 
disturbing.
In any case I perfectly understand your argument for sticking with 
debhelper, dh_compress and the debian standards... It's probably those 
that were born when most of the documentation was postscript and that 
did not catch up with more up-to-date standards like PDF that achieve 
(reasonable) compression themselves.
