Public bug reported:

For all past releases of Ubuntu from 6.10 (when I first started using
it) to 9.04, I have put p4-clockmod into /etc/modules, rebooted and the
CPU scaling applet worked.

With 9.10, I did the same, but the CPU scaling applet, now always asks
for authentication, which I put in and then nothing happens, apart from
a little key in the top taskbar. I used the Authorizations tool, to give
myself the power to change the CPU Frequency (System -> Administration
-> Authorizations -> Configure CPU frequency scaling), but still get the
authentication pop-up each time and nothing happens to the CPU
frequency.

I 'd like to know if the method of inserting p4-clockmod has changed, or
if there is anything else I need to do to get my Intel Celeron M 1.6 GHz
processor to scale it's frequency.
