I would like to request that Ubuntu goes in its own direction regarding
this bug - seems like an obvious paper cut to me. If a new Ubuntu user
has accidentlly removed both panels, it is extremely difficult to get
them back and I could easily see it leading to a reinstall. If there is
only one panel existing on the screen, could it be locked in place
requiring an 'unlock panel' or could an extra warning be given before it
is removed?

"Warning: if you remove this panel you will not be able to access some
applications and settings. Are you sure?"

The bug referenced above in gnome.org has not been updated for over 3
years and does not seem to be a priority for them"
