* debian/copyright: move format to DEP5;
* debian/{ecm|unecm}.1: layout fixes (really small);
* debian/{ecm|unecm}.fr.1: French translation;
* debian/README.source: document the tarball repacking;
* ecm.manpages: use a file to install the man pages instead of specifying
them in debian/rules;
* debian/rules: use quilt to install the Makefile, cleanup get-orig.source.
