Reopening. We decided at UDS that we still need to start usplash after a
timeout, i. e. when X takes too long to start up. E. g. on my computer
the boot process now takes 65 seconds (mostly due to sreadahead not
working at all), and xsplash kicks in after some 30 seconds.
