I agree with Jay. It's ridiculous that you are not able to make this improvement for years. Arguments like 'This makes setting the Meta key to open the kmenu rather impossible' only because it's also used as hotkeys are just ridiculous (no offense). It's already been told it can be made by listening to "Key Up" event. How do you think Windows does it? It does have Win-key shortcuts too.
I see, you want to have it clean, Meta is a modifier, so it must behave as a modifier. But hey, you want the users to start using Linux and people want the software to serve them, not the people should serve to software.
