Michael asked me in bug 435816 to look at this bug report.

Some current Store sections have, and some future sections will have, a
location bar: "Get Free Software" and "Installed Software" in v1,
"History" in v2, "Get Commercial Software" from v3, probably user-
generated collections in v4.

Other sections do not and will not contain a location bar: "In Progress"
from v1, and "Updates" if it is introduced in a future version (yet to
be decided).

To avoid visual instability, the overall height of the main pane should
stay constant regardless of what section you are in. The only way I know
of to do that is to make the location bar appear inside the main pane,
not separate from it. This is why the specification makes clear
<https://wiki.ubuntu.com/SoftwareStore#Location%20bar> that the location
bar "should appear as a raised block inside the main pane".

So, please revert this change, and the related change that introduced
bug 435816 and other new visual regressions (for example, that the "In
Progress" section now has no border at all). I agree that there should
not be double borders anywhere, but this is not an appropriate way to
fix them.
