I think this was probably fixed since 1.6~bzr588, perhaps here:

* Add axis2 "repository" for Eucalyptus. This is the only way to use a
separate Axis2/C configuration file for Eucalyptus.
* New upstream snapshot. (FFe: LP: #420035)
