It's absolutely not a regression, it's a design decision. When you skip 20 tracks in a row, you'll have 20 bubbles queueing in notification-daemon too, but they'll be shown and de-queued faster. The problem comes from applications spamming the libnotify daemon instead of updating their notification bubbles.
