Public bug reported:

Binary package hint: apt

While the project page (http://packages.ubuntu.com/karmic/linux-
image-2.6.31-11-virtual) lists the correct 2.6.31-11 files, when
downloading the 2.6.31-11 kernel, apt-get source will instead download
the files for a 2.6.28-15 kernel, which is not the version apt was
instructed to download.

$ LANG=C apt-get source linux-image-2.6.31-11-virtual
