If it's by design, why is it confined to Gnome? KDE and Xfce supposedly do what one would expect, and that is open where they were initiated. I can't understand why it should be by design to have the window suddenly open up on you when you're moving through the viewports looking at other tasks... at least one should have the option to change the behaviour?
