This appears to have simply been a group permissions issue, I apologize for the
waste of a bug report. In order to fix it, I did
$ sudo usermod -a -G pulse-rt MYUSERNAME
** Changed in: pulseaudio (Ubuntu)
Status: New => Invalid

pulseaudio incorrectly sets card to being idle and does not wake it up for
sound playback
