I think the inline XML snippet used to setup the context menu and passed
to panel_applet_setup_menu() is not picked up by intltool and should be
moved to a separate XML file and added to po/POTFILES.in for translation
with intltool, we can then use panel_applet_setup_menu_from_file()
directly.
