Indeed, it seems to be back in main now. The translations have been
enabled again at:

The last translation template import seems to be from 5 months ago:

2009-04-24 12:27:15.547993+00:00

Which would explain why translations weren't used. I see that in the
imports queue there is already a new template in Approved state:

https://translations.edge.launchpad.net/ubuntu/karmic/+source/pidgin-
libnotify/+imports?field.filter_status=all&field.filter_extension=pot

once it is imported, I think translations should be exported in language
packs as usual.
