Indeed, it seems to be back in main now. The translations have been enabled again at: https://translations.edge.launchpad.net/ubuntu/karmic/+source/pidgin- libnotify/ The last translation template import seems to be from 5 months ago: 2009-04-24 12:27:15.547993+00:00 Which would explain why translations weren't used.
