Yes, you can set in the xine config file which decoder preferences, so that you can prefer win32 codecs over the ffmpeg decoder plugin. Both xine-ui and gxine offer a tab in their preferences for this.
Frontends like totem, kaffeine and amarok don't offer a gui to edit the config file, but use one. You can still edit it with a text edit.
