The linux kernel obviously needs to be installed in the chroot, so the 
directory /opt/ltsp/i386/boot is required in order to contain the kernel & 
initrd.
Unfortunately, this directory cannot be used as the tftp root, because it 
wouldn't be compliant with the FHS (http://www.pathname.com/fhs/). So its 
contents are copied to /var/lib/tftpboot by the 
/opt/ltsp/i386/usr/share/ltsp/update-kernels script.

If you no longer consider this to be a bug, please mark it as invalid.
