Even running mail-notification (with non-default expire-timeout and click action defined) does not trigger a fallback-dialog on my system. I ran notify-osd under gdb and while mail-notification was issuing notifications via libnotify nothing went wrong.
It would be best, if you (wilcoxjay) could figure out a way to always trigger the fallback-dialog using mail-notification.
