You don't have to do anything on 9.10. 9.04 had logic for handling
ifupdown (which is why you are seeing the problem).
Can you please perform:
$ sudo apport-collect -p apparmor 343898
** Changed in: dhcp3 (Ubuntu)
Status: Fix Released => Incomplete
