Binary package hint: synaptic

After further investigation, another bug was discovered.

Package: Synaptic 0.57.11.1ubuntu4 installed after initial install,
upgrade from synaptic (0.57.11.1ubuntu5) to 0.57.11.1ubuntu6, package
version does not reflect upgraded package under Help : About.

1.Open synaptic via Control Center
2. Settings : Repositories
3. No request for password to enable changes to be made to repositories, at 
first was informed that changes had been made, requiring a "reload" to enable 
changes to repositories to load, no changes made, unable to  make changes to 
repositories.  

Attempted to make changes to repositories using command line "synaptic"
package initiation, was met with :  Starting without administrative
privileges dialog.  Below shows that adding sudo was not a workaround.
