I experienced the same problem on Feisty Herd3 (actually Feb 11 daily).
I used this report as a guide to fix it. Here's what I did:

1) Tried to connect to my WEP enabled router, it failed
2) Created a new key ring (one existed called "session", I named this new one 
"test")
3) Tried connecting, still failed, still never asking me for keyring password
4) Rebooted, on startup I was asked for keyring password, I provided pw for 
"test" keyring, and I was able to successfully connect to my WEP enabled router.
