Reading on http://www.cups.org/documentation.php/ref-cupsd-conf.html#Browsing gives that it should be safe to turn on browsing since it doesn't turn on sharing of the local printers. Having "Browsing On" simplifies for the client to add printers that is browsable on other machines, for example print servers.
