I am seeing this behavior with Karmic Alpha 6 and Beta 1. My report is in Bug #434276 (I swear I searched for a duplicate before logging a new bug). The summary is that all permissions appear to be correct, but I cannot unlock my screen.
After reading this bug report, I verified that xscreensaver is not installed. As a temporary workaround, I have disabled the screen saver for now. I expect that this should be easy to duplicate. I see it on all three of my very different machines. All are fresh installs with no special tweaks.
