Public bug reported:

Binary package hint: gnome-bluetooth

Description: Ubuntu karmic (development branch)
Release: 9.10
Note: Clean beta install, fully updated.

gnome-bluetooth:
  Installed: 2.28.0-0ubuntu2

The bluetooth preferences panel recognises when the bluetooth adapter is
turned on/off via Fn+F5 (IBM Laptop). When the adapter is off it
correctly reports "no bluetooth adapters present". When the adapter is
on it reports "bluetooth is disabled" and provides a button to "turn on
bluetooth". Clicking this button has no affect.

* The "show bluetooth icon" option is enabled.
* No bluetooth icon in the notification area.
* Bluetooth is unusable in this state.

Bluetooth on this hardware worked perfectly in 9.04.
