Public bug reported:

Occasionally, ntpdate doesn't get run during startup.  Since my
mainboard battery is nearly dead, my system clock is way off when this
happens.  /etc/network/if-up.d/ntpdate exists and is executable.
/etc/default/ntpdate exists and contains:

  NTPSERVERS="ntp.ubuntu.com"
  NTPOPTIONS="-u"

I don't think it's a network problem since I think I always had
connectivity when this happened.

Any advice?
