Closing this as invalid. These files are conffiles, so it is possible
for them to be missing from the filesystem if you've removed them after
installing the package; dpkg will by default (and by design) not restore
configuration files that have been removed by the admin. 'dpkg --force-
confmiss -i' can be used to restore conffiles in such a case.
