Thank you Max for your suggestion to try SIGHUP devkit-power-daemon. I just tried kill -SIGHUP with ubuntu daily live 20091006. Then after issuing devkit-power --dump the daemon restarts, but it does not change anything. Moreover todays daily live does not suspend on this notebook :-( . The bug is 100% reproducible: devkit-power --dump always says: on-battery: no What has changed since comment #6 is that I now get an "on battery power" tab from system>preferences>power_management. Still no battery tray icon.
