No, this is a different bug (actually I can't reproduce Bug #3999956). The size increases normally when opening a second tab, to leave room for the tab bar. After opening a third tab and closing the first two, the window is two lines and two columns less than at the beginning. Then the size decreases by one line and one column every time I open and close a new tab.
