Another update
The same thing happens even with the i386 liveCD. Well...similar, this time around upon execution of shutdown -r now it gets to a point where the keyboard lights blink and it technically seems to reboot, but doesn't do much else. The screen goes black, the status bar winds down (as opposed to the 64 bit live CD where the status bar stays still). Also the graphics look cleaner, so I suspect it has something to do with a combination of my south bridge and general nvidia crap on my motherboard. Also, to let you know, I've had the same problem with Ubuntu before and I filed a bug on Ubuntu thinking it had something to do with SATA as I had a same problem when I was trying to do something with SATA drives. Essentially every time I installed Ubuntu on the Sata drive it would act weird. Once I moved it over to the IDE drive, it acted fine. There you go.
