There's actually a lot to be said for Chauncellor's comment. The
original behavior in Jaunty is simple and mindless. Now there's rules of
what goes where and why. The original goal of the new notifications,
from my understanding, was to be simple and out of the way. Now the more
common notifications (at least in my experience) are the ones showing up
closer to the center of the screen, intruding more frequently on my work
area, and notifications don't pop up linearly and it's not obvious why.

The fact that my first reaction was to report this behavior as a bug
(and obviously I'm not alone) is proof that this isn't the correct
approach.
