Public bug reported:

Binary package hint: update-manager

How to reproduce:

 * Click install updates in Update Manager. Do this when there is a kernel
update available, so that the system must be restarted.
 * Open Ubuntu Software Store and install a few applications. This action will
be queued, because the update is in progress
 * When the update is finished, you are prompted to restart the computer.

At that point I got a little scared. What happens if you press restart?
Will the applications get installed before the system is restarted? Will
the apt database be trashed, because update manager just blindly
restarts the system?

Could the "ask to restart action" be a job thats kept at the end of the
queue of pending tasks?
