Sebastien, now I'm able to reproduce it reliably:
1) Have 3 vertical panels configured as on attached screenshot (it's possible 
that the bug isn't dependent on position of panels)
2) Run any application 8 times (I tested it with firefox or gnome-terminal). 
You can start applications using shortcuts from gnome-panel or using Alt+F2
3) Now there are 8 icons on panel with running applications
4) Start the 9th application

Expected result:
Application starts and the 9th icon appears in panel with running applications

Actual result:
Application starts (O.K.), but gnome-panel freezes and no more icons appears in 
panel with running applications (BUG)

gnome-panel: 1:2.28.0-0ubuntu3
