I have just discovered that the ozonebe.net access point I was trying to connect to was damaged in a thunderstorm last night. I have also been able to reproduce the slow downloads via one access point in Windows. In other words it is possible/likely that Linux has nothing to do with the problem(s). I shall post again if the problems continue, otherwise consider this report invalid.
