After some testing, I see that when rebooting, the important thing is
killswitch state during boot.

If the machine is booted with the killswitch ON, wifi is not turned on
in the session when the killswitch is switched OFF.  If the machine is
booted with the killswitch OFF, wifi works as normal and the killswitch
works as normal during the session.  It doesn't matter what state the
killswitch is in during shutdown.
