So Scott says that something in the boot process steals vt7 (where X.org starts up). /etc/init.d/console-setup does not touch vt7, so that's not it. So we need to find what it is.
Do all of the reporters have cryptsetup installed? If you don't need it for encrypted hard disk partitions, could you uninstall it and see if you can still reproduce this?
