I also had this issue on one or two startups, but not always. Atm it is gone.

I made a video of the recent situation:
*) The panel is showing up again, after the resolution change.
*) For my opinion the resolution change looks not good. Isn't it possible to 
read the resolution earlier? So that xsplash has to change only once after 
login.
