If you want to change the Text formatted message you are sending (whether a forward, reply or a new message) to HTML format, you need only hit two keystrokes: Alt-M M The Alt-M gets you to the format menu and the M gives you an HTML formatted message. You could, alternatively, use your mouse to click Format -> HTML which is at the top of the Format menu. (Just two clicks) IMHO, adding extra menu entries will take you just as much time as the current method that is already in place for making your outgoing message an HTML formatted message. There are some people who prefer to not get HTML formatted e-mails. If you change your default to reply or forward as HTML you will need to override the default if you send to a person who just wants plain text. Perhaps, for replies, you might want to reply in the format the message you received was formatted -- that would be a useful default.
