Looking at, http://www.linuxtv.org/v4lwiki/index.php/USBVideo, it seems that there is not support for the PAL version of the Pinnacle PCTV USB 2.0. However, it looks like they are interested in working on it and could use your help in providing information about the device. I hope that is some help.
