I tested eucalyptus-cc without eucalyptus-cloud installed, and it works
at least insofar as the simple post-start test, i.e.
http://localhost:8774/axis2/services shows the "EucalyptusCC" service to
be available. Automatic registration doesn't work, but also isn't
attempted (because it's triggered by eucalyptus-cloud starting up), so
that's OK, and it can be done manually.
I haven't tested further, but I think that's sufficient indication to
remove the package dependency for further testing.
