Public bug reported:

Suspend and resume will work fine without my Belkin wireless usb adapter
plugged in. Wondering if it is possible to go into suspend and back to
resume with this wireless adapter plugged in.

Xubuntu 9.0.4 installed Oct 2009 with updates from update manager.
