Well, this is rather embarrassing...
I must have missed something when checking the new rules file, because I
now tested it again, and it didn't work.
Here's an modified version of the code which checks for the usb
keyboard, and with this one, it works.
SUBSYSTEMS=="usb", IMPORT{program}="usb_id --export %p",
GOTO="keyboard_usbcheck"
