What is the goal then? Simply not support a big number of packages or let the user install RubyGems from source? What is the advantage of the latter over providing a RubyGems package in the first place?
As an example: how should an Ubuntu user install FreeRIDE or FxRuby? None of these packages seem to exist as Ubuntu packages. It is also odd that CPAN *is* provided by Ubuntu which works quite similar to RubyGems. That you consider the ability of supporting several versions in parallel a design flaw I can only interpret as your personal private opinion that is definitely not shared by many who see the advantages of this.
