I imagine this belongs in the update-manager package but I'm not sure,
since it involves a special case when upgrading from previous versions
of Ubuntu.
Previous versions of Ubuntu had a working version of Apache Maven in the
repository, and many people depend on it for software development.
However, as discussed in bug #427539 and others, the current version of
Maven doesn't work and won't be fixed until Lucid. Most likely it will
be removed from the repository entirely.
Because of this, the upgrade process must warn people who have Maven
installed that upgrading to 9.10 will remove Maven or render it non-
functional. This should be done before people commit to the upgrade.
Additionally, the release notes should mention that Maven is no longer
supported so that new installers can make an informed decision about
which version of Ubuntu to install.
